Sarawak Energy Announces NEM Subsidy for Homeowners — What You Need to Know
Date: October 2025
Source: Official Sarawak Energy Press Release
✅ Overview
Sarawak Energy has officially announced a new Net Energy Metering (NEM) Subsidy Scheme for homeowners under the Domestic Tariff category.
This initiative aims to encourage more Sarawak residents to adopt solar energy and reduce household electricity bills through renewable power generation.
According to Sarawak Energy’s media release on 20 September 2025, eligible homeowners who successfully install solar systems may receive the following subsidies:
- RM8,000 — for systems between 2 kWac and 3.5 kWac
- RM10,000 — for systems above 3.5 kWac up to 6 kWac
- RM12,000 — for systems above 6 kWac up to 50 kWac
The subsidy applies to successful NEM installations from 2026 onward, on a first-come, first-served basis subject to quota availability.
💡 Important Clarification About the Subsidy
The NEM Subsidy offered by Sarawak Energy is not a direct reduction in the upfront price of your solar system purchase or installation.
Instead, it is a credit-based rebate that will be applied toward your future electricity bills once your solar system is approved and connected to the grid.
In simpler terms — the subsidy value (RM8,000 to RM12,000) will appear as a deduction in your SESCO electricity bills over time, not as a cash payout or price discount during installation.
You will still need to pay the full installation and system cost upfront through a certified NEM contractor.
⚙️ Upfront Costs and Professional Fees
While the subsidy helps reduce long-term energy bills, homeowners should understand that hiring a PV Designer and NEM Contractor is not free.
The NEM program requires certified professionals to handle system design, submission, and installation, and these services often involve consultation and engineering fees.
Although there is no fixed “designer registration fee” published by Sarawak Energy, certified professionals (such as GCPV Designers and licensed solar contractors) charge for their time, site analysis, and compliance work.
These costs are typically included in your installer’s quotation.
💰 SESCO Documentation and Connection Fees
In addition to design and installation costs, SESCO (Sarawak Energy’s utility division) requires documentation and connection fees for each NEM application.
These cover technical assessments, site inspections, meter upgrades, and connection approvals before your system can be synchronized to the grid.
These are standard administrative fees regulated under Sarawak Energy’s connection process — not part of the subsidy — and are borne by the customer.
In most cases, your contractor will handle the submission and include the related fees in your total quotation.
It’s good practice to request a detailed cost breakdown from your contractor that includes:
- PV Design / Consultancy Fees
- SESCO Document Submission / Connection Charges
- Meter Installation or Upgrade Costs
⚙️ Current Status (as of October 2025)
While the program has been officially announced, the application process has not yet opened.
Sarawak Energy has not released the final list of certified PV Designers or NEM Contractors.
Customer service staff may also not have the full program details yet, as internal implementation is still in progress.
In other words: the subsidy is real, but applications are not active yet.
🚨 Beware of Fake Agents or Flyers

Following the announcement, several unauthorized parties have distributed flyers or claimed to be “official agents” for this subsidy.
Some even promise instant rebates or priority registration — these are not authorized by Sarawak Energy.

⚠️ Our Honest Opinion on the NEM Program
At Sunpal Enterprise, we aim to provide transparent guidance to all customers.
While the NEM Subsidy is a genuine government-supported program, the terms and conditions of the NEM scheme often change from year to year — including tariff rates, eligibility criteria, and rebate duration.
Due to this uncertainty, we currently do not recommend relying solely on NEM as the main financial justification for installing solar.
Instead, homeowners should focus on the long-term energy savings, reliability, and independence that a solar system provides — regardless of NEM policy updates.
If you plan to participate, make sure to review the latest Sarawak Energy documentation and verify all details directly with your contractor before signing any agreement.
